Why WAPDA Cannot Handle Modern Electricity Demand?
Introduction
Pakistan’s electricity crisis is not always a generation problem β it is a grid problem. WAPDA’s transmission infrastructure, built decades ago, was never designed for today’s population, today’s industrial load, or tomorrow’s renewable energy. The result is a system that trips, wastes power, and fails millions of people daily.
Built for a Different Era
WAPDA was established in 1958. Much of its foundational infrastructure β transformers, switching stations, high-voltage lines β was laid between the 1960s and 1980s. Pakistan’s population has since quadrupled. The electricity crisis is caused by a combination of factors including a lack of investment in the power sector, aging infrastructure, and a lack of resources.Β
Massive Transmission Losses
Pakistan’s transmission and distribution losses hover between 20 and 25 percent, among the highest globally. The News International Modern European grids maintain losses below 6%. NTDC’s T&D losses in FY2023β24 stood at 18.31 percent, significantly exceeding the permissible limit of 11.77 percent. The Diplomat This is electricity generated, paid for, and simply lost in aging wires.
Power Generated Far from Where It Is Needed
Most power generation is concentrated in the north and south, while consumption centres lie in the central regions β worsening grid stability and complicating transmission planning. The News International Electricity must travel hundreds of kilometers across aging 500 kV lines before reaching Lahore or Faisalabad, multiplying losses and bottlenecks along the way.
Frequency Instability and Blackouts
In January 2023, a major breakdown affected nearly 220 million people. NTDC’s report attributed it to complete power system collapse after the grid frequency jumped to 50.75 Hz, causing the 500 kV transmission lines to trip and isolating the north and south systems. ScienceDirect This was not an isolated event β the 2021 Guddu failure and 2022 tower collapse share the same root cause: a grid without adequate automated protection.
The Grid Operates Almost Blind
NTDC’s SCADA system covers only about 20 percent of the grid. Over 60 percent of the network is not monitored in real-time and relies on outdated communication methods like fax and phone. Aptma When a fault occurs, operators may not know for minutes β and in power systems, minutes determine whether a local fault becomes a national blackout.
No Approved Expansion Plan
No approved Transmission System Expansion Plan is currently available. The system’s interruption frequency has increased by 400 percent, and transmission constraints caused a loss of PKR 20.203 billion in FY2023 alone. Pide Meanwhile, Pakistan added an estimated 17 GW of solar energy in 2024 Wikipedia β with no approved plan for how the transmission system will absorb it.
What Would Actually Fix This?
The solution is not more power plants. It requires:
- Full SCADA deployment across all 500 kV and 220 kV networks
- FACTS devices β SVCs and STATCOMs β for voltage and reactive power stability
- New transmission corridors connecting Thar, Tarbela, and coastal wind sites to central load centers
- Smart Grid systems for real-time fault detection and automated switching
- Technical governance at NTDC with long-term accountability
Conclusion
Pakistan generates enough electricity to meet demand on paper. The gap is in the wires, the monitoring systems, and the governance structures that move that power to where people live. Until the grid is modernized, load shedding will continue β no new power plant can fix an infrastructure problem.
